What decides what you see
The console’s navigation is projected from the relay’s own capability policy, so it shows what this relay actually offers rather than a fixed menu. If an area is absent, this relay does not provide it.

Does opening observability run a scan?
No. The console reads what the relay and machines have already reported. Machine Care facts are collected locally by each agent and projected to the relay.
Why is an observability area missing?
The console navigation reflects what the relay actually offers. If an area is absent, that relay does not provide that capability.
